What is the VMS (Vendor Management System) Program?

The VMS program is a structured, standard way for you to access suppliers of temporary labor. The program works like this:

* Once the program is implemented (late fall), you will submit orders to Manpower via Fieldglass, a Web-based system that will manage all orders, assignments and time for temporary labor. (interim order process follows).
* Manpower will seek to fill that order within 48 hours.
* If the order is not filled in that timeframe, it will be distributed to the other participating suppliers.
* NOTE: Before the system is fully implemented, you can contact the Manpower Onsite team to place any requisition.

Why is a VMS good for me?

* Reduced time on administrative tasks – Inputting orders in an online system means no paper timecards, fewer mistakes, and preloaded templates for placing orders. On-site managers will be available to help you navigate the system.
* Mitigate co-employment exposure – the system will track the tenure of temporary employees on assignment
* Enforced insurance and indemnification for participating suppliers
* Provide real metrics – Fieldglass will provide regular data and reports on who you have on assignment, where they are, and how much they cost.
* Streamline processes and procedures
o Standardized pay rates, terms and conditions for suppliers
o Screenings and testing
o On-boarding (orientations, training, security procedures) and Off-boarding
* Standardized pricing, contract terms, warranties, and insurance
* No conversion fee on Manpower clerical and industrial workers
* Consolidated invoicing – Stanford will only receive an invoice from Manpower and Manpower will pay the suppliers.

What should I do to prepare for this change?

* Understand the benefits of a VMS program
* Become an internal champion among your peers
* Provide data when requested for the implementation of the Fieldglass technology
* Call the Manpower team with any questions you may have.

What is the timeline for implementation?

Manpower is ready to fill your current needs now. You can contact us at stanford@manpowersj.com or call 650.846.2210. The full VMS program will be implemented by late fall. However, implementation activities are taking place during the summer.

Will temporary employees be transitioned to a new rate?

No. The change to Manpower’s VMS will not create any change to the pay rates of employees currently on assignment.

How will Manpower address the 1000-Hour rule for temporary employees?

Manpower and all other staffing agencies will be held to the same 1,000-hour rule. As an expert in the field of staffing, we will work diligently to understand this requirement and communicate the results of our efforts to you. In the meantime, assisted by the Fieldglass tool, all managers will be alerted well in advance when employees are approaching the 1,000-hour limit. In those cases where an employee is in the middle of a project, we will assist you in obtaining a 500-hour extension. If an employee is not in the middle of a project, we will make every effort to place your temporary employee in another position until he/she is eligible to return to Stanford.

Can I place an order now?

Yes, absolutely. While the Fieldglass technology is being configured, please contact us by phone or email. Once the program is fully implemented, the sooner orders begin to follow the new process, the sooner you can begin to see the benefits of the program.

How do I place an order?
Interim process during implementation

While the Fieldglass technology is being configured, please use either of these methods to place an order with Manpower:

Process via Fieldglass

Manpower will communicate the technology access information. You access the system and place the requisition. Manpower will receive the order, validate the need and begin recruiting. If they cannot fill within 48 hours, the orders will immediately go to other suppliers. You will receive, evaluate and accept candidates through the tool.

Will the tool be able to track worker history?

The user will be able to see all of their worker history from the start date of the program, moving forward. Data prior to the program go-live date will not be captured.

What will happen to our current suppliers?

Manpower is working with Stanford to identify all current suppliers, who will be notified of the program and can decide whether to partner with Manpower. Hiring managers will identify their suppliers of choice to Manpower. Manpower will go directly to those suppliers with an order when appropriate. Subsequently, Manpower will monitor, audit and re-tier suppliers.

StanfordTemps will continue to operate as an independent entity.

Why would a supplier agree to partner with Manpower?

* Direct feedback on requisition status and service delivery

How will employees submit time?

During the implementation of Fieldglass, employees will continue to use their respective supplier’s time capture systems. Once the Fieldglass system is live, all employees will use the time capture tool within Fieldglass, with the exception of the housing and dining groups.

How will managers view their invoices?

In the Fieldglass tool, you will be able to view a report detailing how much you have committed and how much you have spent to date. Manpower will send the invoice via EDI to the AP department. You will be able to view your spend, but you won't have to take any action on it for payment to occur (besides approving the timecard within Fieldglass).
